【台灣醒報記者林晏如台北報導】針對景文與龍華科大迎新活動中出現性騷擾等脫序行為，教育部並未積極究責，監察院教育及文化委員會16日特別對教育部提出糾正案，要求教育部對該通報沒依期限通報的學校開罰、調查程序不合規定的重新調查、通報類型錯誤的學校也應盡速更正。監察委員高鳳仙受訪時強調，讓新生適應學校生活，互相認識將來的同學和學長姐，才是迎新最主要的意義。

監察委員高鳳仙調查「公私立大學舉辦迎新活動，部分活動內容引發性騷擾或性霸凌之疑慮」案件，除上開2大學外，還有9所大學如海洋大學、中臺科大、虎尾科大之迎新活動，分別有隊呼「屁股開開快跪地」、男學生只穿內褲揹著女同學跑步等脫序行為，均涉及性騷擾，但教育部並未積極查明實際案情及件數，且未對學校延遲校安通報、通報類別錯誤等開罰，實有不當。

她認為，學校應了解迎新活動在哪裡舉辦、內容、計畫書、以及遊戲內容如何進行等事宜，並針對活動給予建議和劃定可以做或不可做的範圍。若在迎新中發生脫序行為，有性騷擾之疑慮，24小時內應通報教育部，媒體披露後則是2小時內要通報，如果進一步發展成性侵害，還需再通報地方政府社會局相關單位處理。

通報之後學校還需盡快做防治工作，例如輔導孩子、了解哪些人受到傷害或感到不舒服、搜集人證物證等。此外，學生也可根據校內的性騷擾申訴管道尋求協助。

至於要求教育部應督促公私立大學訂定校外活動輔導注意事項，高鳳仙認為有幾點應列入主軸：一、活動應尊重性別相處分際，二、活動和遊戲進行中不要發生性騷擾和性霸凌等情況，三、尊重參與活動之學生意願，不應強迫其進行違反意願的行為，四、活動不應有脫序之行為。
